As you all know there is a lot of information flying around regarding the budget.  As your elected union representative I want to assure you that our chapter is staying well informed and continues to prod and probe for transparency through this unprecedented budget crisis.  I want you all to know that your Chapter Executive Board is in consensus with regards to transparency, and seeks your opinions and feedback as we trudge through these difficult decision making times.

It is critical that all CSUEU Chapter 321 represented employees know that:

    * The CSU is facing a $538 million budget cut (approx 13.56% reduction in the
      CSU base budget). [see CSU/CSUEU June 9, 2009 meeting notes and/or CSU June 11, 2009
      news release]
    * Decisions are quickly being made about the measures needed to accommodate a $538 million budget cut to the CSU for the 09-10 fiscal year.
    * The CSU began meeting with unions this week to discuss options to mitigate the cuts.
    * All Member Meeting on Thursday, June 18, 2009 from 12-1 PM in ACD 102
    * Our chapter is taking an ACTIVE role to voice our collective opinion to headquarters in the decision making process. We are holding this meeting to discuss all options on the table and solicit input from YOU!
    * A CSUEU plan about Layoffs and/or Furloughs will be presented to the CSU on June 22.
    * CSUEU will continue to keep you informed and provide the most updated information about the budget on the following web pages: Budget Central Page and Budget FAQ.
    * YOUR FEEEDBACK AND INPUT is critical in insuring that the decisions being made to satisfy the proposed cuts represent what you want. 6/8/2009 – CFA met with CSU representatives

6/9/2009 –CSUEU representatives: Pat Gantt – CSUEU President, Dennis Dillon – VP of
Representation, Teven Laxer – Senior Labor Relations Representatives met with CSU
representatives: Richard Barnes and John Swarbrick-employee relations consultants
hired by the Chancellor, Bill Candella-Senior Director of Collective Bargaining.

6/10/2009 – CSUEU Board of Directors conference call

    * Discussed the options presented in the notes taken at the 6/9/2009 meeting between CSUEU and CSU. 
    * Vote taken on how to solicit opinions from CSUEU represented employees regarding layoffs or furloughs.  The BoD voted to conduct a scientific poll of 400 CSUEU represented employees for feedback on furloughs and related topics, scheduled to be completed within the next 10 days. Check Budget Central for the latest updates.


6/11/2009 - News release from Chancellor’s Office regarding June 9, 2009 meeting with CSUEU

CSUEU Chapter 321 Communications Committee met to discuss how we’re going to inform the represented

    * The Committee came to the conclusion that the scientific poll would not be a truly democratic way of gauging the opinion of represented employees and as a result decided to schedule a meeting on 6/18/2009 where we will provide information and conduct a Q&A session along with a straw poll for members only on layoffs vs. furloughs.
    * Non-members (fee-payers) will be given to opportunity to become members between now and the poll, including the opportunity to fill out a membership card at the meeting.  Members that can’t attend this meeting will be given the option to email Mike Geck their vote.

6/12/2009 - President Haynes’ budget forum

    * Check CSUSM President Haynes’ webpage and CSUSM’s Budget Central webpage for notes of the meeting and a video recap.  Chapter 321 sends email to the represented with this information.


6/15/2009 - CSUEU Board of Directors conference call

    * Further discussions on the options available to us
    * Mike Geck will propose that we conduct a straw poll at each campus prior to


6/22/2009 - in lieu of a phone poll.

    * Mike Geck will propose that if we decide to go with furloughs that we bargain for the return of “Steps” when the furloughs are over and the budget situation has improved.  We should not agree to furloughs without expecting something in return.


6/18/20009 - CSUEU Chapter 321 membership information/Q&A meeting and straw poll on layoffs vs. furloughs in ACD 102 at noon.

6/22/2009 – tentative membership meeting date for all CSUEU chapters (ours will be prior to this date)

6/22/2009 - before noon – CSUEU expected to deliver a decision to CSU on furloughs and layoffs

    * The presidents meeting starts at 2 PM on June 22nd. The CSU needs to know before noon what direction we are going in. If we agree to the concept of furloughs, we will return to the CSU to bargain a side letter on June 29th. If we do not agree to the concept of a furlough, the CSU will initiate the layoff process for CSUEU employees.


6/22-24/2009 – CSU Presidents off-site meeting on June 22-23-24 with the Chancellor’s office where the Chancellor will be submitting a plan to the presidents at that meeting

6/26-28/2009 – CSUEU Board of Directors meeting in San Francisco

6/28/2009 – CSUEU Statewide Officer elections at the CSUEU Board of Directors meeting in San Francisco for President, VP of Representation, VP of Organizing, VP of Finance, Bargaining Unit 2,5,7 & 9 Chairs and Vice-Chairs

6/29/2009 - If we agree to the concept of furloughs, we will return to the CSU to bargain a side letter.

7/7/2009 – Board of Trustees special meeting
