BUILDING PERMIT PROGRAM

CSUSM Building Permit Program formalizes all project planning and code compliance reviews performed by various departments, committees, and auxiliaries.  Building code compliance for construction projects at CSUSM is the responsibility of Facilities Services

Construction Projects on campus are accomplished in one of the following ways:

  • A Public Works contract administered by Planning Design & Construction.
  • A non-maintenance construction project built by Facility Services and charged back to the requesting department.
  • An applicant Building Permit.

Most building projects on campus are contracted out by Planning Design & Construction, Facility Services or built by Facility Services.  For these projects the Building Permit process is internal and the "customer" department need not apply for a Building Permit.  Campus departments and auxiliaries who propose to undertake building projects with their own resources must apply for an Applicant Building Permit.  Likewise, student building projects mush apply for an Applicant Building Permit.  The Applicant Building Permit process IS NOT a way to request work from Facility Services or submit a project to Planning Design & Construction.

After an application for a Building Permit is received by Facility Services, the required reviews are determined and the project plans forwarded to the reviewers.   A status report will be sent to the applicant.  Facilities Services acts as a municipal building department and our role is limited to checking the plans for code compliance, evaluation of campus planning issues, and inspection during construction.   The applicant has sole responsibility for completed plan preparation and construction work.

The simplest of projects will require a time to process a Building Permit, a typical minor remodeling may require more time.  Complex projects or projects requiring review by numerous departments and committees. could require even longer time.

 

GUIDELINES FOR DETERMINING IF A PERMIT IS REQUIRED

A Building permit is Definitely required when:

  • A contractor is performing work on campus

  • Wall, doors, windows, or other building elements are being modified.

  • Electrical or mechanical elements are being modified or expanded, interior or exterior.

  • Energy consumption is increased for building systems.

  • Access for the disabled is at issue.

  • Hazardous materials are exposed, disturbed, removed, installed.

  • Equipment over 300 lbs and/or 220 volts.

A Building Permit is Definitely not required For:

  • Installation of equipment or furniture that does not trigger any of the above conditions.

  • operational modifications

  • Maintenance of facilities.

NOTE: 
In cases not covered by the above, Facility Services and     the Building Official will determine if a Building Permit is required.

 

THE PROCESS

Drawings and Specifications:  The applicant is required to prepare complete construction documents up to professional standards.  For some projects, and engineer's or other licensed professional's signature is required.

Planning Review: (Not always required).  When a proposed project has a certain level of complexity or visual impact, a Planning Review will occur to assure that the project responds to University standards, policies, and programs.  Typical reviewing bodies are Facility Services, Building Official, Planning Design & Construction, Planning Committee.

Outside Agency Review: (Not always required). For certain projects, an outside agency may have jurisdiction over aspects of the work.  Typical reviewing bodies are the State Fire Marshall and/or State Architect, Regional Water Quality Control Board/

Code Compliance Review: (Always Required). Checking for compliance with the State Building Code (Title 24), Public Contract Code, hazardous material regulations, seismic and other codes is the core of the permit process.  These review are conducted by Facility Services, Planning Design & Construction, Procurement, and others.

Construction Inspection:  (Always Required). A Facility Services Project Coordinator will be assign to the project.  All construction activities and required inspections will be coordinated through the Project Coordinator.

As Built: (Always Required). The applicant will be required to prepare and submit "as-built" to Facility Services showing the configuration of the actual installation.

 

PUBLIC WORKS

A project is a Public Works Contract when all three of the following conditions are met:

  1. The work is construction, alteration, demolition, repair, or maintenance of facilities.
  2. The work is performed under contract.
  3. The project has a value over $5000.

Public Works projects have requirements for advertising, bidding and contract award including bonding, licensing, insurance, and wage rates.  Public Works projects are administered by Planning Design & Construction. Other campus departments and auxiliaries are not allowed to enter into a Public Works Contracts.
