California is facing an unprecedented period of electrical shortages.  Governor Gray Davis has called on the citizens of California to do all they can to conserve electricity and is looking to state government and other public sector entities to set the example by reducing their energy usage.

The possibility of electrical blackouts is very real.  CSUSM will be able to avoid outages if we are able to significantly reduce electrical consumption when requested.

 

STAGE 2 OR 3 POWER EMERGENCY

When a second - or third - stage power emergency exists (see electrical system status above) or the campus has been requested to reduce power usage, the following power reduction plan will go into effect.

  • Open blinds and use natural light as much as possible.

  • All nonessential equipment and lighting should be reduced to a conservation level.

  • Do not use candles for illumination.

  • Thermostats are set to not more than 68 degrees for heating and not less than 78 degrees for cooling.

  • Windows and doors should be kept closed to prevent loss of conditioned air.

  • During the winter, blinds and window coverings on the west- and south- facing windows should be opened to allow for sunlight to heat the buildings.  Shut the blinds during the summer to keep the buildings cool.

  • Do not print or copy documents unless it is absolutely necessary.

  • Do not turn off refrigerators,  unplug refrigerators not in use.

  • Minimize the use of hot water and elevators.

  • Electric heaters are prohibited.

  • Have a flashlight available.

 

NOTIFICATION PROCESS

When a notice of a pending power interruption is received - and there is adequate time before the outage - employees will be notified through their deans, vice presidents, department heads, managers or email.  Planned outages can last one to four hours.

 

LONG TERM PLANNING

To prepare for campus emergencies, departments should consider the following measures.

  • Purchase and place flashlights or other lighting devices in locations that have no access to natural light.
  • Identify the other needs of persons with disabilities and other special needs in areas you supervise.
  • Install UPS units on critical PC's
  • Upgrade all office equipment and machinery to energy-efficient models (EPA Energy Star rating).
  • Ensure that all walkways and corridors are free from obstructions and tripping hazards.
  • Follow standard emergency operating procedures.
