Human Resources Equal Opportunity
Human Resources and Equal Opportunity is responsible for planning, developing, establishing and maintaining a broad range of programs and policies including, but not limited to, recruitment, selection, classification, training, salary administration, employee relations, and compliance with Federal and State laws including those pertaining to harassment and discrimination, benefits, records maintenance, performance evaluation and employee development programs. The HREO Department’s accomplishments for 2003-2004 are listed below. During this time the HREO Department underwent several departmental changes and the staff developed and implemented a number of improved processes. This was in addition to continuing the regular functions of the department. The HREO Department’s main goal continued to be to support all campus divisions as they provided services to students and the entire campus community.
Recruitment
- Revised the new employee sign-in process which reduced delays in getting new staff "on board".
- Revised applicant and interview rating forms to develop better selection tools for hiring managers and for selection committee reviews.
- Reduced the average vacancy period from 12 weeks during the first five months of 2004 to approximately 7.6 weeks.
- Began collecting updated job descriptions for all campus positions in order to create a single repository.
- Developed a job description template.
- Coordinated and finalized update of PAN form and guidelines.
- Employee/Labor Relations
- Developed and posted three new employee relations policies on the official CSUSM website.
- Provided advice and assistance to managers for over 500 employee relations issues.
- Held Annual Employee Service Awards ceremony.
- Represented the University (a role usually assumed by University Counsel) at a State Personnel Board hearing; received a favorable decision for the University.
- Held labor relations meetings with various unions.
- Two managers received certifications in Employee Relations Law.
- Processed 10 new grievances; participated in 3 State Personnel Board hearings.
- Completed and submitted the campus Affirmative Action Plan and the VET 100 report on time.
- Developed new procedures for tracking staff and MPP performance evaluations.
- Completed CSU Employee Relations Audit and successfully closed all findings within 6 months.
- Developed campus Disciplinary Guidelines for Managers.
- Developed an Educational Plan for initial and ongoing Sexual Harassment Training for CSUSM employees.
- Developed procedures to track and obtain reimbursement for the University for reimbursable union release time.
- Co-chaired campus Disability Issues Advisory Committee meeting and submitted report to Vice Presidents with recommendations for dealing with disability issues on campus.
Technology
- Revised/redesigned the HREO website to make it more user friendly and added links to the site.
- Developed and implemented a “Benefits View” on the self-service portal to allow employees to view important benefits information at their convenience
- Went live with e-Recruit on 4/15/04.
- Developed and implemented an on-line employment application.
- Implemented e-Recruit functionality for all internal & external applicants (averaging close to 90% soft copy applications on a monthly basis).
- Developed CSUSM Audit & Data Integrity Procedure manual and successfully passed auditor's visit without recommendations or findings.
- Maintained current CMS baseline with all patches, fixes and upgrades.
- Participated in the CMS Finance “go live” on 7/1/04, including the successful implementation of the LCD process.
Benefits
- Conducted Customer Service survey for the Benefits Department.
- Posted Open Enrollment FAQs on HREO website.
- Developed and presented Benefits Update and Leave Program workshop to campus on 9/19/03.
- Processed 150 open enrollment transactions through ACES/PeopleSoft, and the State Controller’s Office.
- Redesigned entire Benefits section on HREO website.
- Posted electronic benefits forms to the Benefits website for easy access and download.
- Presented Benefits information to new faculty at the New Faculty Institute.
- Coordinated the Faculty Early Retirement Program (Golden Handshake).
- Conducted 11 workers’ compensation training sessions for Risk Management Staff for easy transition of program from HREO.
- Audited, tested, and implemented the Automated Benefits System (ABS) for the vision, life/accidental death and dismemberment and long term disability insurance for CSUSM.
- Began “real electronic transmission” in PeopleSoft of ABS files to the State Controller’s Office on a monthly basis.
- Successfully conducted ABS audit for all MPP and staff bargaining units for benefits discrepancies.
- Successfully conducted Dependent Eligibility Audit for all CSUSM employees to confirm ineligible dependents deleted from employee plans.
Training/Professional Development
- Conducted 42 training sessions in which approximately 442 employees participated; areas covered included compliance, manager training, campus procedures, benefits, skills improvement, and enrichment.
- Revised the New Employee Orientation program and developed a full-day program extensively covering compliance issues and better orientating new employees.
- Developed first orientation program for new managers, focusing on managers’ roles and responsibilities at Cal State San Marcos.
General HREO
- Made HREO presentation to delegation of Russian Education Officials.
- Participated in review of draft Human Resources Performance Measures with representatives from other campuses and the Chancellor’s Office.
- Archived terminated personnel files prior to and including year 1999.
- Developed HREO Service Center in Craven Hall to provide on-campus HREO presence prior to department’s relocation to campus. The center operated from August 2003 through May 2004.
- Physically relocated the department to Craven Hall to improve customer service.
- HREO employee (Karen Burton) received division award to staff for excellent performance.
