Student Financial Services

The office of Student Financial Services encompasses Accounts Receivable, Financial Aid Business Office and University Cashiers. Accounts Receivable manages student accounts receivable, other campus operational accounts receivable and billings, fee waivers and other fee exemptions.  The Financial Aid Business Office issues federal, state and campus student financial aid grants and loans, manages the student emergency loan process, and accounts for use of all campus financial aid funds.  The University Cashiers Office provides electronic and counter bursar services to students, faculty and staff, including handling payment for tuition fees, deposits from departments for campus and auxiliary activities, petty cash, and payroll warrants.

  • Formed SFS staff subcommittees to research, recommend, and implement strategies for building morale, improving customer service, and acknowledging accomplishments.
  • Formed and led a cross functional team to develop proposal for mandating direct deposit of student financial aid refund checks effective fall 2005.
  • Provided expertise, guidance and support to Extended Education personnel in the operation of a self-support summer session.
  • Reduced student accounts receivable write offs due to uncollectability by 5% for fiscal year 2003-04 as compared to 2002-03.
  • Formed and led a cross functional task force to implement two Tuition Fee increases  for Spring 2004 and Fall 2004 approved by the Board of Trustees.  There is now a Tuition Fee rate for teacher credential students for initial credentials only.  Students in the Integrated Credential Program pay the UG rate until the bachelor’s degree is conferred and pay the credential SUF rate through completion of the initial credential coursework.  Sent email notifications to all students with a valid PIN in Banner.  Sent biweekly reminders to all students registered for fall classes until the prompt payment deadline of July 30th.  These actions reduced the number of first day, prompt payment disenrollments by 200 compared to fall 2003.
  • Had one audit finding to address in response to the FISMA audit conducted late spring 2004 in comparison to 8 audit findings for the same audit conducted in 2002.
  • For fiscal year ending June 30, 2004, reported a 0% default rate on Federal Perkins loans for second year in a row.
  • Contracted with Academic Management Services to implement an interest free payment plan option for students and families. 
  • Contracted with an outside collection agency (Account Control Technology) to pursue collection on delinquent student account receivables.
  • Two SFS staff members and the Director participated in PEER Team RESPECT culminating in the Spring Fling in May 2004.
  • Systemwide Quality Improvement Student Accounts Customer Satisfaction Survey Report showed SFS performing above the CSU mean in 17 out of 18 services rated by respondents.
  •  Participated in Work Redesign Workshop; developed and implemented 10 out of 16 goals to improve the University’s accounts receivable processes.
  • Automated nonstudent accounts receivable utilizing the current system (Banner) functionality.  Process was automated from invoice request to invoice payment to promote centralization while decreasing manual labor and effort.
  • Developed, tested and mailed 11,000+ 1098Ts in house saving the University approximately $10,000 in costs associated with outsourcing the process.
  • Achieved 100% retention of all permanent staff in Student Financial Services for the second year in a row.
  • Led and participated in a cross functional committee to automate the Contract Course process from ID generation through grade submission.  This group involved personnel from Systems Operations, Extended Education, and Enrollment Services.
