Facility Services

Facility Services maintains CSUSM’s buildings, grounds, vehicles, utility allocations and expenditures, and all other capital assets entrusted to our service. Our core activities include maintenance, renovation, construction, moving, transportation, recycling, facility-use coordination, energy management, and security systems. In addition, Facility Services has responsibility for developing the building permit and inspection process for all new construction. Our mission is to provide quality facility maintenance, operations, and support services that foster a university of first choice while enhancing a safe and healthy learning environment.

  • Added a campus Energy Manager impacting on the ability to further develop the energy conservation program and reduce utility costs.
    Added a painter impacting campus appearance.
  • Central Plant Crew has been enrolled in the BOC (Building Operator Certificate) Program to enhance their knowledge of central plant operations and energy efficient operations of the equipment.
  • Supervisors and Leads met with each crew to discuss the results of the FAS Values Survey and to develop Opportunities for Improvement.
  • The Leadership Team (Managers, Supervisors and Leads) completed the workshop for the Shared Leadership Team Building project, conducted by John Gavares, of the Centre for Organizational Effectiveness. This was a breakthrough event that resulted in all leads and management working effectively together to lead the department.
  • The entire Department attended a Customer Service Skills Workshop.
  • The Department FUN Q Team planned and implemented numerous events throughout the year such as a Cinco de Mayo potluck, a summer barbecue, an annual Thanksgiving potluck, and an annual Holiday Potluck.
  • Held the 2nd annual department recognition event in June. Recognized the Fun Q Team, Charles E. Evans and Gil Oswald, employees leaving the department, the “Blue Crew” of custodians, the “Green Team” environmental group for their outstanding efforts in bringing the “RecycleMania” award to campus, and Mui Sullivan, employee of the year.
  • All Facility Services Supervisors and Leads attended an APPA Supervisors Toolkit Seminar at SDSU.
  • Further developed the Campus Building Official Program to review and approve all construction projects on campus for code compliance and adherence to campus building standards. Developed and implemented the Building Permit Automated Tracking system with the implementation of Accela, a permit tracking software program. Our Campus is likely the first higher education institution in the country to implement this program.
  • Improved staffing levels in the Service Crew allowing zone coverage of the campus by assigning one Maintenance Mechanic to each building, improving response times and customer service.
  • Improved the work management system and the Mobile FM (wireless) work order system by extending it to the Central Plant crew, the Lock Shop, and the Service Crew, resulting in significant time savings in work order and time card processing in the field and ultimately to staff.
  • Collaborated with Parking Services to complete two significant parking lot re-striping projects in time for the start of the Fall Semester.
  • Collaborated with the VP’s Office, the Police Department and PD&C on developing the program for a permanent Emergency Operations Center as well as implementing a temporary EOC in the surplus VPAA modulars.
  • Collaborated with PD&C on development award and implementation of the campus utility infrastructure master plan update.
  • Worked closely with PD&C on the coordination for the Business Building construction.
  • Worked closely with PD&C on providing input for the Social Science Building feasibility study.
  • Entered and WON the national collegiate RecycleMania competition, which involves many prestigious universities such as Yale, Cal Berkeley, Michigan State, etc. The “Pin Man” trophy was accepted by President Haynes during a campus event to thank students, faculty and staff for their efforts in this competition.
  • Worked full time locating the source of the water intrusion and repairing the flood damage resulting from the winter rain storms. The cost of repairs exceeded $30,000 and required more than 700 staff hours. Lightening strikes also caused over $16,000 in damage to electrical equipment.
  • Collaborated with PD&C and the Chancellor’s Office on a committee to develop a Sustained Design Guideline for the CSU.
  • Collaborated with Procurement to donate several tons of surplus furniture and equipment destined for the landfill to Bibliotecas Hermanas for their library in Baja California.
  • Collaborated with PD&C on the Center for Children and Families facility to provide input on the facilities’ infrastructure requirements.
  • Updated the campus building design specifications.
  • Fourteen Facility Services’ staff members received nominations at the annual PEER Recognition event. Steve Holbrook won in the Encouragement category and Mui Sullivan won the FAS MPP Award to Staff.
  • Received 9,391 new work orders and completed 11,605 work orders this past year. This is the first year we were able to reduce our backlog. The average cycle time was 29 working days.
  • Discussed the Customer Satisfaction Survey results with department employees. Although customer satisfaction increased substantially from last year’s survey, we identified two opportunities for improvement: overall custodial cleanliness and restroom cleanliness.
  • The Facilities Green Team gave a presentation on recycling to the UVA Resident Advisors which resulted in markedly improved recycling rates.
  • Facilities Green Team had a charter Recycling Committee meeting including representatives from Academic, Student Affairs, Foundation, and staff.
  • Facilities Green Team held a Recycling Awareness Day to thank the campus for helping make the recycling program a success, and had approximately 500 in attendance.
  • Renegotiated the SDG&E rate for the campus which resulted in $90k in utility savings.
  • Collaborated with RM&S on finalizing the required Spill Prevention Control Counter-Measure Plan (SPCC), as well as the Storm Water Management Plan.
  • Installed a new storm drain culverts adjacent to USB and backfilled the area in order to expand our Corporate Yard and provide much-needed storage and parking space.
  • Corrected the drainage problems in front of University Hall.
  • Re-roofed Craven Hall.
  • Received $379,925 for the campus from the Energy Efficiency Partnership Program for various energy conservation and building commissioning projects.
  • Received $35,000 reimbursement from FEMA for the winter storm damage to campus.
  • Reconstructed Craven Road, east-bound lane.
  • Re-graded Parking Lots X/Y/Z and surfaced with a sealant for dust and erosion control.
  • Completed campus-wide parking lot re-striping project.
  • Completed the construction of the catch basin for Parking Lots YZ. This allowed the water run-offs to be directed to the wetlands, as required.
  • Re-sealed the stucco on the west, exterior side of Craven Hall to eliminate water intrusion.
