Planning, Design and Construction
Planning, Design & Construction develops new facilities, major renovation, and minor capital improvements for the campus. We also provide staff support and direction to the Physical Master Plan Committee and the Campus Space Committee.
- Managed the construction of the Markstein Hall, which will accommodate 1,310 classroom seats and more than 90 faculty offices in its approximately 82,000 square feet. The total project cost is approximately $28 million.
- Prepared an architectural program, specifications, and contract documents in order to bid a design/build project for the Center for Children and Families. In 2003-04, the Foundation, with the involvement of the University, received a grant of approximately $7.7 million to design, construct and equip a children’s education center. The Center will be licensed to serve 152 children of student, faculty, staff, and community families, ages five and below, slated for completion in July 2007.
- Initiated the design for relocating 26 student and administrative services units within approximately one-half of Craven Hall vacated by the Library when it moved to the new Kellogg Library. This project establishes a “one-stop shop” for direct student services, due for completion in Fall 2006 and costing 5.5 million.
- Managed the equipping of the Kellogg Library. Specified all equipment and furniture, prepared information for purchase orders, managed all deliveries, and arranged installation of all items. Particular effort was devoted to the project scoping and selection of a vendor to outfit the Kellogg Library Studios. A total of $7.4 million will be expended to equip the entire building.
- Constructed Telecommunications Improvements. This comprehensive campus improvement appropriated $2.4 million to enhance the capacity and increase the speed of University voice and data communications.
- Provided design or construction management for additional parking spaces at two separate campus sites. Following the completion of excavation for 16 acres on campus, Lot H (109 spaces, including 30 disabled spaces) was constructed immediately to the east of the new Markstein Hall. Lot F (more than 1,600 spaces) was prepared for a design/bid proposal. Both lots cost approximately $3,200,000.
- Provided oversight and campus coordination for the construction of the Campus Light Rail Station at the corner of Barham Drive and La Moree Road. Light rail service will be available to the campus from Escondido to Oceanside beginning in December 2007. The light rail project is managed by the North County Transit District.
- Drafted the annual submission of the five-year capital outlay program for consideration by the CSU Board of Trustees, Department of Finance and the Legislative Analyst’s Office. The submission included a proposal for the approximately 111,000 square foot Social and Behavioral Sciences Building. The building was ranked as the second highest new major project in the 2006-07 Capital Improvement Program. At this ranking the project is well situated for funding, if the CSU receives the standard annual capital funding amount. The total project cost will exceed $50 million.
- Reviewed and began a new draft of the Campus Physical Master Plan. The reviewed physical master plan will be the basis of the first comprehensive review of the final environmental impact report since it was approved before the original funding of the campus. It is expected that the revised environmental impact report will be used to support capital development projects throughout the next ten years.
