University Police
The purpose of the University Police Department is to consistently provide ways to promote and preserve a safe and secure academic environment, to deliver quality law enforcement and community services in a professional and sensitive manner, and to establish honest and effective partnerships with the campus community.
- All department employees completed at least (24) hours of training. All peace officers and dispatchers received POST training, achieving 100% compliance with the POST mandated Continuing Professional (CPT) points.
- Lead Dispatcher Young completed the POST roll call training course, becoming the first dispatcher to complete the course.
- Established a system to provide Student Affairs with information on students involved in crimes and incidents.
- Within 48 hours Student Affairs staff can pick up an incident report from the Police Department.
- Completed all notification requirements for the Clery Act.
- Reviewed multiple General Orders. The Uniform policy was updated and signed and the Tow Policy needed a minor correction to bring it in line with the California Vehicle Code. The Use of Force policy was completely rewritten by Sgt Flores. Sgt Flores consulted on this project with regional experts. The Field Training Program was modified to match recent changes made by POST. The departmental Staffing Order was rewritten to ensure that a minimum staffing level of two officers is maintained.
- Dispatcher Training Manual was completed by Lead Dispatcher Sandra Young.
- The department received high marks in the customer satisfaction survey. All of its marks were above the CSU system average.
- Worked with Parking and Student Housing to resolve the parking problems inside the University Village compound.
- In response to the customer satisfaction survey, the department held an informational forum about the department with the Executive Committee of the Faculty Senate. The focus was on who we are and what we do.
- Worked with the President’s Office to provide training for demonstrations.
- Worked with North County law enforcement in Carlsbad on an Alcohol Awareness project over the Thanksgiving holiday.
- The entire department participated in a St. Patrick’s Day MADD drunk driving campaign on March 15, 16, and 17. Employees distributed over 2000 MADD fliers and ribbons to faculty, staff, students, and visitors.
- Completed a POST audit of the department files.
- Completed training for registering sex offenders.
- The Department of Justice conducted an audit on the department’s information systems management, and UPD was found to be in full compliance.
- Completed first meeting with North County Transit staff concerning the campus rail station security.
- Updated several department forms to comply with district attorney’s office.
- Along with Student Affairs, UPD received a grant to combat drunk driving and under-aged drinking. The department received $8,000 per semester for officer overtime pay for enforcement and education.
- Completed the department’s first Citizen’s Academy.
- Improved exit coming out of Parking Lot K onto La Moree. The traffic control signs and roadway markings needed to be changed as the past situation created a legal conflict and several liability issues. Recommendations were submitted and changes completed.
- Established a relationship with the home owners’ association for Belleza, the Ryland Homes development on La Moree, because complaints against student tenants have raised concerns over some CSUSM students renting in the development.
- The Department was audited by the Department of Justice for CLETS compliance. Dispatchers completed the CLETS training exam and the CLETS proficiency tests were completed. The follow up CLETS audit found the UPD to be in compliance.
- The reduction of the speed limit on campus and the placement of additional speed limit signs were posted.
