Risk Management and Safety
Risk Management and Safety provides support, guidance, and leadership to the campus in the areas of environment, health, occupational safety, and the campus’ risk management efforts. This is done through program development and management, which includes customer relations, finance and resource management, program administration and operations that promote the safety and well-being of the human and physical resources of the campus community. It further supports the vision and mission of Cal State San Marcos and the Finance and Administrative Services Division.
People:
- Conducted 21 training sessions for the campus community including: Occupational Safety, Fire Safety, Ergonomics, and Risk Management
- Continued to fulfill the goal of implementing safety practices into the science curriculum by presenting second class on Laboratory Safety
- Presented at the New Department Chair Workshop for the AVP, Academic Resources addressing the campus’ Illness and Injury Prevention Program (IIPP), Workers’ Compensation and Risk Management techniques
- Participated in the Student Organization Recognition Training offered by Student Life and Leadership (SLL), providing a venue for the campus subject matter experts to provide direction and tools to student leaders for successful event planning
Processes:
- Managed the awareness and logistics of the newly-designated Smoking on Campus Policy and Procedure.
- Developed, in collaboration with IITS, the web-based Chemical Inventory Program, now being conducted using a home-grown program for compliance, resulting in an anticipated annual campus savings of approximately $5-6000
- Developed the Radioactive Materials Database, which will assist with licensing and regulatory requirements
- Developed the safety training database, which will assist with maintaining training and regulatory compliance reports
- Customized the Clarity computer-based training with new OSHA compliant modules including Laboratory Space Safety, Office Safety, Hazard Communication, Bloodborne Pathogen and IIPP
- Collaborated with CFH/USU, Academic Programs, and Facility Services to assist in the Request for Facility Use (RFU) process mapping project resulting in creation of the University Event Scheduling Office
- Implemented the revised Medical Monitoring Program as a result of a process improvement exercise
Campus Community:
- Responded to a total of 86 campus incidents: 21 general safety concerns, 38 indoor air quality investigation, 23 injuries/illnesses and four hazardous materials spills
- Completed the OSHA 300 Log per the Chancellor’s Office protocol and state and federal regulations
- Processed and performed risk assessments for approximately 3,726 Requests for Facilities Use
- Collaborated with Community Service Learning to develop a program that will meet the needs of the campus community
- Collaborated with the Directors of Nursing and Masters in Social Work to address student placement contractual concern: Safety Orientation, Workers’ Compensation, General Liability, Professional Liability requirements, background checks and indemnification language
- Collaborated with Kinesiology on the development of their new department and program goals; advised them on creating partnership agreements, internships, offsite activity courses, hazardous materials requirements, and research activities
- Collaborated with Athletics on risk management issues related to medical malpractice coverage, equipment purchases, student athletes based on NATA recommendations and guidelines insurance coverage and professional liability for athletic trainers
- Worked in partnership with various entities to manage the associated risk management issues of the Veronica Mars television production on campus
- Completed a brochure on Risk Management and Safety programs, guiding principles and staff
Resources and Regulations:
- Met all of the year-end budget deadlines and ended with a positive balance in the RM&S operating and campus Hazardous Materials budgets.
- Responded and managed the risks and insurance issues associated with the water damage in Academic Hall remediating the affected areas for a successful opening prior to the new semester
- Submitted an amendment and an annual revision to Hazardous Materials Business Plan for the Department of Health, including an increase of biological waste which will designate the campus as a large quantity generator
- Completed participation on the CSU Hazardous Waste Contract Committee
- Completed the County of San Diego annual Hazardous Materials EPA inspection without any material findings
- Participated in two USDA inspections of program and animal facilities with no material findings
- Completed the property value project to assist CSURMA/Driver Alliant/Maximus in conducting the university property evaluation
- Collaborated with Facility Services to comply with the new In-Use Engines Reporting Requirements per the Air Pollution Control District, resulting in campus compliance with this standard for all of its emergency engines
- Reconvened the Risk Management Advisory Committee (RMAC) serving as an advisory group to the VPFAS, providing key components of risk management to the campus representatives while providing the opportunity to bring risk concerns forward for discussion and development of recommendations
- Modified the Subpoena and Public Records Access Policies and Procedures
