Definition POLICY GOVERNING MANAGEMENT OF OFFICIAL AND UNOFFICIAL WEBSITES PUBLISHED ON CSUSM WEB SERVERS.
Authority
Scope WEBSITES THAT ARE PUBLISHED ON THE CSUSM SERVERS. THIS POLICY OUTLINES DIFFERENT GUIDELINES FOR OFFICIAL AND UNOFFICIAL CSUSM WEBSITES.

1. Approval and Enforcement

1.1 This policy was developed by the Web Management Committee, revised and approved by the UCTC, and is enforced by Academic Computing Services (ACS).

1.2 Should a website's inclusion in the CSUSM Campus Wide Information System (CWIS) be in question, due to compliance with this policy, final approval or rejection will be the responsibility of the Director of ACS, as advised by the UCTC.

1.3 ACS shall maintain a list of designated individuals from each department whom are responsible for the information and materials published in their respective areas of the CWIS. It is the responsibility of these individuals (Website Administrators) to ensure their department's adherence to this policy and to fulfill the charged tasks outlined in Section 4.

1.4 Previously published webpages may be suspended from public viewing during the course of an investigation, but shall not be revoked without formal review with campus administration.

1.5 Violation or incognizance of this policy may result in the loss of publishing privileges to the CSUSM CWIS.

1.6 All publications outlined or implied within this policy are subject to the computer use guidelines predicated by the Computer Equipment Access Policy - Faculty/Staff.

2. Definitions and Descriptions

2.1 Campus Wide Information System:
The CWIS is a repository for OFFICIAL CSUSM websites. All pages within the CWIS are regularly backed up by ACS and are subject to the design guidelines, regular review, expiration, and cataloging procedures.

2.2 Public Websites:
Public websites are UNOFFICIAL sites created without supervision or design guidelines, and they do not require approval for inclusion on our server besides ownership by a valid user account on our system. Public websites are located in a directory called "public" and are created with the use of an online form that validates the author's user account. No cataloging procedures are regularly applied to these pages and information is not backed up.

3. Purpose

3.1 This policy covers regulation of all websites published on CSUSM web servers. Websites are classified into two main categories: OFFICIAL and UNOFFICIAL. Official websites are defined and exemplified in Section 5.1 and comprise the Campus Wide Information System. Unofficial websites are created by individuals with user accounts on our system, but they do not represent departments at CSUSM.

3.2 The CWIS is provided for publication of information and materials of use to the campus community. To ensure that published materials are representative of the responsible parties and that information is reasonably current, website administrators will be charged to apply the stipulations of this policy to all webpages contained within the CWIS.

4. Website Administrator's Responsibilities

4.1 Each department publishing information on the CWIS shall designate an individual to be responsible for the content, review, and maintenance of the materials published therein. These individuals shall be known as website administrators and their identity will be recorded by Academic Computing Services (ACS). This list of administrators will be reviewed by ACS each semester, but it is the responsibility of the designated individual or department to inform ACS of a change in responsible individuals.

4.2 Adherence of webpages in the CWIS to the stipulations set forth in this policy (Section 5) shall be reviewed by the website administrators at regular intervals of at least once per semester, as determined by the Director of ACS. Webpages containing information or materials that have not been reviewed within the specified time intervals will be deemed "expired" and consequently removed from public viewing.

5. CWIS Content Regulations

5.1 The CWIS SHOULD contain information and materials relating to the following general categories:

5.2 The CWIS should NOT contain information or materials that would be deemed "personal", "recreational", "provisional", or generally unsanctioned by a CSUSM Website Administrator (as described in Section 4).

6. "Public" Content Regulations

6.1 The "Public" directory was created on the CSUSM web server to give students and guests a place to store personal web pages. Official CSUSM business belongs in the CWIS where it will be tracked, entered into standard menus, backed up to tape regularly and generally maintained with the rest of the CWIS data.

6.2 Personal home pages represent the information and interests of individuals on campus. As applies to all use of campus computing equipment, no commercial or for-profit activity is allowed.

6.3 The material published in the "Public" directory may not contain obscene, discriminatory or other information inconsistent with the use of computing equipment on campus. For more information on the official policy governing use of computing equipment, visit the polices area of the computing department's website.

6.4 Penalties and problems: If we find something in the "Public" area that violates our policies, we'll warn the owner that it needs to be modified or removed. A lack of response will result in ACS making the material unavailable and eventually removed. If you leave the campus your "Public" web page will be removed when your account is deactivated.

6.5 "Public" websites do not need to employ the "official" school color, cataloging, or design standards as applies to the CWIS content.
