California State University San Marcos celebrates its 25th anniversary next year, but the North County institution isn’t waiting until then to boast its accomplishments since opening its doors to 600 students in a furniture store annex.

More than 500 business, civic and institutional leaders from North County and beyond gathered earlier this month for an early-morning breakfast meeting in a large tented forum on the 304-acre hillside campus to hear university President Karen Haynes report the soaring progress the university has made in just the past 10 years, which coincides with her arrival as the university’s third president.

In a decade filled with state funding cuts of unprecedented proportion, CSUSM has not only weathered the worst economic climate for public education, but has actually prospered. Since 2004, the university’s enrollment has doubled from 6,000 to 12,000.

During that period, construction cranes have been continual fixtures on campus, resulting in 10 buildings that double the number of a decade ago. The latest facility, which opened a few weeks ago, is the soul of the campus — the stylish 89,000-square-foot University Student Union.

Likewise, the number of academic offerings has doubled the past decade, from 27 to 58 majors and programs. The university opened a Temecula satellite campus that now needs to be expanded to accommodate growing demand for its bachelor’s and master’s degrees and professional certificate programs.

But Haynes focused her attention that morning beyond bricks and mortar and academic programs to the university’s impact on the people it serves. With 1,900 faculty, staff, and employees, CSUSM serves a diverse student body, nearly two-thirds of whom are non-Anglo. Some 11 percent are veterans, active-duty personnel and military dependents. In fact, CSUSM is ranked among the top 15 percent of colleges and universities nationally for veterans’ education.

The university has taken innovative approaches to reach the overlooked and underserved populations in the region. Today, the university has 12 guaranteed-admission programs with school districts, community colleges, academies, agencies and American Indian organizations throughout the region.

Linked with various financial aid components, these programs have not only opened access to students who otherwise would be unable to attend, but they are also beginning to improve students’ academic preparedness.

In 2012, nearly six out of 10 arriving students needed to take remedial classes to prepare them to master college-level work. Last fall, that number dropped to just under five out of 10. Students take accelerated remediation courses to get them academically up to speed academically as soon as possible.

The result clearly indicates the program has had a big impact on improving access. Three months from now, one out of two graduating seniors will become the first in their family to earn a bachelor’s degree.

To further successful outcomes for new students, a recent grant from the Price Family Charitable Foundation has funded an alliance to focus on creating a seamless transition for students as they finish high school and enter college, thereby preparing them to succeed and graduate.

One student population group largely ignored elsewhere has been homeless and foster youth. CSUSM educates more former foster youth per capita than any other U.S. college or university. That group includes the current Associated Students president, Matt Walsh.

The outreach extends to the region’s American Indian population, resulting in CSUSM having the fastest-growing Indian student population of all 23 CSU campuses.

In terms of its programs, last year, the university opened the CSU systemwide Institute for Palliative Care as the first statewide educational and workforce development initiative focused on the care needed to prevent or relieve the pain, symptoms and stress of serious illness. The CSUSM-based institute is now being replicated on other state campuses.

While San Marcos and the other CSU campuses depend largely on taxpayer support, the university’s successes in recent years have been largely due to finding alternative funding sources for its nursing program, Temecula satellite campus, and other initiatives.

Haynes has long been plainspoken about the need for her university to no longer depend solely on former state funding levels and to pursue partnerships with public and private entities to expand educational programs and access.

The results have paid massive dividends to the region’s workforce. Nearly nine out of 10 of its 30,000 alumni have remained in the university’s service area, generally defined as north of Highway 56, including south Orange County and southwest Riverside County. That number will continue to rise, given the increasing interest in the university on the part of prospective students.

Nobody could have predicted the innovative paths taken this past decade by CSUSM when the late State Sen. Bill Craven and others began to envision three decades ago the need for a basic four-year institution. By all accounts, though, such innovations are far from over.

“If I have a goal,” Haynes told the audience, “it would be to keep pushing us in breaking through barriers and being a first-class innovator.”

Major innovations in a public institution? Clearly, the combination works here.

Two local universities, California State University San Marcos and San Diego State University have been recognized by the Military Times for their educational opportunities to military veterans.

Both universities broke the upper half in the publication’s “Best for Vets: Colleges 2014” ranking, which recognized 86 schools across the country. SDSU took the No. 28 ranking while Cal State San Marcos took No. 41.

According to a release, Military Times — comprised of Army Times, Navy Times, Air Force Times and Marine Corps Times — placed a new emphasis on academic rigor this year when conducting and scoring the annual survey. The rankings factored in service member enrollment, percentage of tuition covered by the GI Bill and availability of specific programs to help service members.

Of SDSU’s reported 2012 enrollment total of nearly 31,000, more than 900 students were reported as military veterans. At Cal State San Marcos, there were 350 military veterans within a reported enrollment total of more than 10,600.

Earlier in November, Cal State San Marcos broke ground on a new, stand-alone veterans center it expects to be in use by fall 2014.

California State University, San Marcos held a groundbreaking ceremony Friday to start the process of installing a new Veterans Center on campus.
“The Veterans Center will provide a bridge to help civilian students learn more about vets, dispel misconceptions and raise awareness of the advantages that student veterans bring to our community,” said Lorena Meza, vice president of student affairs for CSU San Marcos.

Students at the Stevens Institute of Technology in Hoboken, N.J., donated a “smart house” – which uses solar power as an affordable, reliable energy source -- to the university that will be used as the new Veterans Center.

The 60-student team designed and built the 1,000-square-foot facility for the U.S. Department of Energy’s 2013 Solar Decathlon in October, a biannual competition in which university teams from around the globe compete to design energy-efficient solar homes.

The Stevens team took fourth place with the home, named Ecohabit, competing against 18 other universities from the Czech Republic, Canada, Austria and the United States.
“We always knew we wanted to donate Ecohabit to a deserving owner and put the house to a good use after the completion,” said Mark Pollock, industry assistant professor at SIT, faculty project manager for Ecohabit and a veteran of the U.S. Armed Forces.

“We felt strongly about its potential as a place for returning veterans or military personnel, given Stevens’ history and longstanding relationships within the defense industry,” Pollack added. “When we found out CSU San Marcos was in need of a new space for its veteran students, we felt it was a perfect fit.”

Ecohabit was transported from the solar decathlon competition in Irvine to CSU San Marcos and will be rebuilt on a vacant lot across from Markstein Hall.
According to Margaret Lutz Chantung, public information officer for CSU San Marcos, architects and engineers are putting together construction drawings.
“Once those drawings are completed in January and approved by building code agencies, we can move forward with construction,” Lutz Chantung said.

The Veterans Center is intended to help students get their GI benefits, navigate the admission process and register for courses. The center also helps veterans access campus resources, get involved in leadership activities and transition into the civilian working world.
It will include an office, a conference room and a lounge and event space.

According to CSU San Marcos, one of every 10 students is a veteran, service member, reservist or dependent – the highest percentage of student veterans per capita of any California State University campus – and the university expects that number to grow.

CSU San Marcos opened its first Veterans Center on the third floor of Craven Hall in 2008. At the time, it was the second center of its kind in the CSU system.
The new facility is scheduled to open by summer 2014 and will be on a lot adjacent to Science Hall 1 and Markstein Hall.

CSU San Marcos needs to raise approximately $200,000 to support the cost of moving the building to campus and installing it on-site; repurposing the interior spaces; and furnishing the center. The university has already raised $35,000, Lutz Chantung said.

The LEED Gold building has a central control system that collects and analyzes sensor data from each system to maximize efficiency. The center will also automatically adapt to the use patterns of its occupants and teach them how to maintain a greener, more sustainable lifestyle.

The university said the new Veterans Center will also be an “excellent” vehicle for advancing knowledge of energy use patterns and weather and temperature influences to maximize energy efficiency.

In addition, science and technology students will have the opportunity to monitor, collect and analyze data to study how technology, design and engineering can drive sustainability.
“Almost all of the emerging green technologies and design innovations built into Ecohabit will fully function when it is transitioned into the Veterans Center at CSU San Marcos,” Pollock said. “This represents a tremendous opportunity for SIT and CSU San Marcos (students) to further test these systems and continually learn from the data collected.”

California State University, San Marcos and the Rancho Santa Fe Foundation have partnered to co-host an event to highlight the importance of supporting veterans through higher education.
U.S. Marine Corp retired Maj. Gen. Anthony L. Jackson, director of California State Parks, will be the keynote speaker at the invitation-only event on Thursday, Sept. 12. The event starts at 5 p.m.
Jackson is a member of CSUSM’s Foundation Board and earned his bachelor’s and master’s degrees from San Jose State University.

The event will also serve as the official launch of The Patriots Initiative of the Rancho Santa Fe Foundation. This new program will raise funds to support the needs of America’s all-volunteer service members, wounded warriors, veterans and their families by providing donors with the most reliable, consolidated directory of effective programs available.

The event will be on the CSUSM campus at The McMahan House on 333 S. Twin Oaks Valley Road in San Marcos.

CSUSM, located close to Camp Pendleton and several other military installations, has the highest percentage of student veterans per capita of any California State University campus. One of every 10 CSUSM students is a veteran, service member, reservist or military dependent.

Algae study could unlock huge potential

Construction starts on new student health, counseling services center at CSUSM
Construction has officially started on a new Student Health & Counseling Services Building at California State University, San Marcos.

A groundbreaking ceremony took place on Tuesday for the 20,000-square-foot facility that is designed to meet LEED Gold certification from the U.S. Green Building Council.

The two-story center will house student examination rooms, medical offices and counseling spaces, and provide a central area for the Health and Wellness program.

Construction is expected to be completed by the fall of 2014.

According to the university’s website, the total project cost is $9.5 million, with $7.5 million going toward construction. Funding for the Student Health & Counseling Services center is coming from student fees.
San Diego-based Cumming, an international project management and cost consulting firm, has teamed up with Fred Saldana of fs3 for project and construction management responsibilities and oversee all aspects of the project.

Cal State San Marcos appoints new provost

California State University, San Marcos President Karen Haynes announced the appointment of Graham Oberem as provost and vice president for Academic Affairs effective immediately.
As the senior ranking academic officer, Oberem will be responsible for leading the four academic colleges (Business Administration; Education, Health and Human Services; Humanities, Arts, Behavioral and Social Sciences; and Science and Mathematics), the Kellogg Library, Information and Instructional Technology, and Extended Learning.
Oberem has served the university for 17 years, most recently as the interim provost and vice president of academic affairs. He succeeds Emily Cutrer, Ph.D., who after six years as provost, was named president of Texas A&M University-Texarkana.
A search committee that included representatives from CSUSM faculty, students, staff and administrators recommended Oberem following an extensive national search.
Oberem began at CSUSM in 1996 as the founding physics faculty member, program director and department chair. From 2006 to 2011 he served as the associate dean for Budget and Operations in the former College of Arts and Sciences. From 2011 to 2012 he continued in the associate dean role for the newly formed College of Science and Mathematics. In May 2012, Oberem was appointed as the associate vice president for Planning and Academic Resources until he assumed the interim provost position with the departure of Cutrer in January 2013.
Oberem earned a Ph.D. in physics, a master’s of science degree in physics and astronomy, and bachelors of science degrees in physics and chemistry from Rhodes University in South Africa. His research interest is in the use of technology for teaching physics.

It's not easy expanding a campus in tough budgetary times, but planners at California State University, San Marcos have had success over the past few years.

Those successes include a new student union and future health center.

"Obviously, money is the biggest challenge," said Brad Fenton, director of planning, design and construction for CSUSM. "Especially with the budget the way it is, we can't make decisions now. We don't have a crystal ball, and the one we do have seems to be cloudy."

Otherwise, Fenton's take on construction projects under way is, "So far, so good."

Because plans for a full-scale athletic building are not feasible due to budget concerns, the university is looking at smaller facilities or other avenues, such as enlarging the existing gym facilities, Fenton said.

Specific to the California State University system, state college athletics depend on private donations or alumni funding, based on California law.

LPL Financial Charitable Foundation, the charitable arm of LPL Financial LLC, has donated a $10000 scholarship to Cal State San Marcos junior business major and Marine Corps veteran Mario Clay, according to a release.  Clayís five-year service as an electrical equipment repair specialist in the Marines included two tours of duty in Iraq. After he was honorably discharged, he decided to pursue higher education, becoming the first person in his family to attend college.

For the 2012-2013 academic year, the LPL Financial Charitable Foundation donated a total of $32,000 to five College of Business Administration students, ranging from $3,000 to $10,000. Clayís award is the single largest scholarship granted to any student in CSUSM’s 22-year history.

SAN DIEGO (AP) -- A man who is running for student body president at California State University, San Marcos has been arrested for investigation of election fraud and identity theft.

University spokeswoman Margaret Lutz tells the UT San Diego (http://bit.ly/xEnsOj ) that Matt Weaver, a junior business administration major was arrested late Thursday at a campus computer lab.

Campus police say they found Weaver had several devices that can be used to illegally capture the keystrokes of those entering their identification and passwords onto computers.

Weaver was arrested for investigation of unlawful access to a computer or database, identity theft and election fraud. He posted bail and was released. It wasn't known if he retained an attorney.

Results of weeklong voting for student officers were supposed to have been announced at Friday but Lutz said the election has been set aside.

Business confidence is up, CSUSM report says

A recent study conducted by the College of Business Administration at California State University, San Marcos shows that confidence among local business owners is up.

The Business Confidence Report, the first of its kind produced by the university, gauges the economic outlook business executives have for their company over the next 12 months in comparison to last year’s performance. Nearly 60 percent of business leaders indicated that they have a positive economic outlook for their industry in 2012, while 28 percent expect the same economic performance as 2011.

A big contributor to the perceived boost lies in employment, profit and revenue projections, the report suggests. One-third of executives reported that they plan to hire more workers in 2012, a step that is critical toward reducing San Diego’s unemployment rate of 8.9 percent. Two-thirds predict an increase in revenue, and 55 percent expect to see greater profit this year.

Work has begun on the new four-story, 89,283-square-foot California State University San Marcos Student Union, near the center of campus adjacent to Cesar Chavez Circle. The building will have the fourth-floor entrance opening onto Kellogg Plaza. The $43.98 million project is made possible through student fees. When construction of phase one is complete in spring 2014 the union will feature four different dining options, a coffee shop and lounge, indoor and outdoor fireplaces, a convenience store, a quiet lounge, a spiritual lounge, a TV lounge, activity room and commuter lounge. A ballroom, meeting rooms and office space for student union operations and the university cooperation will also be included.

CSU San Marcos awards contract for new student union project
By Daily Transcript staff report

California State University, San Marcos has named the design-build team that will amass a new $33 million student union center.

PCL Construction Services Inc. and Hornberger Worstell Architects will lead the team that will design and create an 89,000-square-foot facility that will serve as the gateway building for the northern entrance of the school with a central living room for the entire campus.

Flores Lund Civil Engineering, Land Lab Landscape Architects, DCI Structural Engineering, Webb Design Food Service, McParlane Mechanical Engineers, Randall Lamb Electrical Engineers, Dynalectric and Pac Rim Mechanical have also been brought in to complete this project.

The student union will have offices, meeting rooms, a grand ballroom, full service kitchen, convenience store, coffee shop, student activity areas and support spaces.

Construction is scheduled to start in January 2012 with a finished date slated for October 2013.

In addition, the student union will be built with sustainable amenities to reach LEED Gold certification from the U.S. Green Building Council.
