 Citation Appeal/Administrative Review (Level 1)

Within 21 calendar days from the date of the parking citation or 14 calendar  days from the mailing date of a notice of delinquent parking violation, a person may submit a citation appeal/administrative review. Appeals/administrative reviews submitted after these time periods will not be accepted. There is no charge for this review.

The following reasons are not considered for appeal/administrative review:

  • Unfamiliar with parking rules and regulations
  • Failure to see/read posted signage
  • Failure to locate a parking space
  • Parking or stopping for a short period of time
  • Parking in a nearly empty lot

You may appeal a parking citation one of the following ways:

All appeals/administrative reviews must be completed and returned to Parking Adjudication within the timeframe mentioned above. Late, incomplete forms or forms without a citation number will not be accepted.

Include the original citation and any corresponding documentation that will  support your request for appeal/administrative review. The Citation Appeal Board (CAB) will determine the outcome of all citations at this level.

Approximately 4 to 6 weeks after filing an appeal/administrative review, a Citation Review Board Internal Results letter will be mailed via US Mail to the address you provided. If you have not received a determination letter after 6 weeks please contact parking@csusm.edu or call 760-750-7505.

Parking Adjudication is not responsible for US mail deemed undeliverable due to incorrect or incomplete addresses.

If you are dissatisfied with the Citation Review Board Internal Results, you may request an administrative hearing within 21 calendar days from the mailing date of the Citation Review Board Internal Results letter. Please see Administrative Hearing (level 2) for more information.

Please Note: If you accept the responsibility of appealing a citation on
behalf of someone else, you are responsible for notifying that person
of the appeal disposition.
