Faculty and staff offer a variety of activities to enhance the learning environment at Cal State San Marcos.  Among those are field trips, conferences, workshops, and student field placements, including internships, community service, and service learning opportunities.  All faculty and staff involved in developing this type of opportunity for Cal State San Marcos students are reminded to familiarize themselves with the campus' Student Domestic Travel Policy and Student Domestic Travel Procedure.  The Student Field Placement Policy and Student Field Placement Procedure should also be reviewed, as appropriate.  (Please remember that campus policies and procedures supplement existing state and federal laws, and are revised routinely.)

 Academic and Instructionally-Related Field Trip Guidelines

The following guidelines are recommended to supplement any existing procedures established by your college or department (Field Trip Guidelines Document).

  • All designated vehicle drivers must obtain appropriate authorization from the campus in order to participate, and must file all required forms and documents with the appropriate campus office.  (Please check with your department administrative staff for detailed travel requirements.)

  • When a field trip is a required part of an academic course, the participants are to read and sign an Informed Consent form prior to participation.  The Informed Consent form highlights pertinent information about the field trip and provides notice about the risks of participation to the student.  The Informed Consent is prepared by the sponsoring faculty member and distributed to the students in advance of the travel.

  • All field trip participants must complete and submit the appropriate liability waiver and designate a contact person in case of an emergency.  All signed waivers, individual or group, are to be collected and forwarded by the college or department to Risk Management & Safety for retention.  The Student Travel Group Waiver may be found here. A copy is to be sent to the University Police and Risk Management & Safety prior to the start of travel.  If individual waiver forms are used, the college or department must prepare a list identifying each participant and their emergency information, and forward that list to the University Police prior to the start of travel.

  • All participants must be advised by the responsible faculty or staff member if there are any hazardous conditions or strenuous activity anticipated during the field trip.

  • Alcoholic beverages or controlled substances are prohibited for use or transport during a field trip, including travel to and from the field trip destination.

Authorized Field Trip Participants

Authorized participants of a Cal State San Marcos field trip are CSUSM:

  • Faculty

  • Staff

  • Approved Volunteer employees

  • Enrolled Students

  • Enrolled Continuing Education students

Authorized State Vehicle drivers for a Cal State San Marcos field trip include only CSUSM:

  • Faculty

  • Staff (Academic)

  • Enrolled student assistant, graduate assistant, or teaching assistant (whose duties are directly related to the class or field trip)

  • Approved Volunteer employees (Complete documentation for non-academic staff and student volunteers must be filed with Human Resources and Equal Opportunity prior to the trip.)

All Vehicle drivers driving on a field trip must possess:

  • A valid California Drivers License

  • A current Defensive Driver Training certificate

  • A good driving record (per DMV records)

  • If driving a privately owned vehicle*, a completed Authorization to Use Privately Owned Vehicle on State Business form, STD 261, must be on file with the immediate supervisor, or as appropriate per college or department procedures, and with the University Police Department.

*Note:  Personal automobile liability insurance is the primary coverage when driving a privately owned vehicle per Vehicle Code 16020 et seq and SAM Section 0754.  Refer to this site's section on Vehicle Use for additional information.

Vehicle Accidents - What to do

Please refer to the Campus Vehicle Accident GuideState employees driving on state (campus) business are required to follow these procedures.  The Vehicle Accident Reporting Form for State Drivers, STD 270, may be obtained from these online procedures.  Additionally, you must:

  • Report the vehicle accident occurring during state business travel to the University Police Department at 760-750-4597, as soon as possible, whether you were driving a state owned or leased vehicle, or a privately owned vehicle.

  • Contact Human Resources and Equal Opportunity's Benefits Office at 760-750-4425, if you need medical assistance, beyond that provided by emergency medical personnel, as a result of the accident.

  • Inform your supervisor, or the appropriate college or department administrator, of the accident.  Your supervisor is to complete STD 274.

  • Deliver the original forms to Facility Services within 48 hours of the accident.

 

Medical Coverage for Vehicle Accident Injury

Student Participants & Student Athletes - In the event of an accident injury involving a student during campus-sponsored travel, the student's personal health care plan must provide the primary coverage.  Once the student's health care benefits are exhausted, the CSU Student Travel Accident Insurance policy helps pay for additional accident injury related expenses up to a maximum of $10,000.  Student athletes have additional coverage under the CSU Risk Management Authority Athletic Injury Medical Expenses (CSURMA-AIME) program and from campus purchased catastrophic insurance.  Depending upon the level of injury, students may seek medical attention from the campus' Student Health Services (SHS) during hours of operation.  SHS may be contacted at 760-750-4915.

The Student Travel Accident Insurance policy does not provide coverage for any illness or disease unless a travel accident is the direct cause of the illness or disease.

Workers' Compensation Benefits - If you are an employee (faculty, staff, student assistant or college work study student working on the field trip, or an approved volunteer) with Cal State San Marcos and you are injured while participating in a field trip, you may be eligible for Workers' Compensation Benefits.  Please contact the campus Benefits Manager at 760-750-4426 to obtain a claim form.
