Admission Requirements

To receive full consideration for admission, please read the instructions below carefully. We look forward to reveiwing your application and all supporting documents.

It is stronly recommended that applicants possess at least one of the following; however, individuals who do not are urged to contact the program director to discuss individual goals and background.

  • Possession of a Grade II or higher water or wastewater related technical certification issued by the state of California plus at least two (2) years in a supervisory capacity at a retail, wholesale or regional water/wastewater utility or a related public-entity regulatory or planning agency; or,
  • An Associate’s degree from an accredited college plus at least five (5) years in a supervisory capacity at a retail or wholesale water/wastewater utility or a related public-entity regulatory or planning agency; or,
  • Currently seated as a board member of any public or private agency or organization involved in water policy issues;  or
  • Bachelor’s degree from a regionally accredited college or university.

You will be prompted to pay a $55 non-refundable application fee.


In addition to submitting the University application and application fee, you must request and submit one official transcript from each academic institution attended.

Electronic delivery is the preferred transcript delivery method. Verify with your school if an electronic transcript is available. Electronic transcripts can be provided through external or third party vendors (Credential Solutions, eTranscriptCA, National Student Clearinghouse, Parchment, etc.). When ordering your transcript, please choose California State University San Marcos as the intended recipient from the school name dropdown. If California State University San Marcos is not listed, please use as the recipient email address.

If you select to mail your transcript, all official transcripts must be mailed or delivered in sealed envelopes to the address below. *NOTE: Official transcripts from foreign institutions MUST be sent through postal mail.
