Determining Whether a Payment is a Prize

A prize is a form of payment to a student who has won a competition that was open to both students and non-students.  In order for a payment to student to be considered a prize, it must have been possible for a non-student to have won the contest or competition.  For example, if all attendees to a pep rally are entered into a drawing, the resulting award would be a prize.  With the pep rally being open to both students and non-students there was a real possibility for a non-student to have won.
