Past Due Student Accounts

If you are a current student with a past due balance, please make a payment at your earliest convenience.

Student Accounts 30 Days Past Due

Student accounts past due by 30 days or more will result in having an ‘Account Past-Due – 30 Days’ indicator in the Holds section in Student Center.  Student accounts in this category have the following impacts:

  • Not allowed to receive a diploma
  • May not be eligible to add any classes

Upon payment of past-due balances, the indicator (and any potential registration hold) would be removed by 7:00 a.m. the following business day.

Student Accounts 150 Days Past Due

While Student Financial Services is always available to help students who are past due, regrettably, student accounts past due by 150 days or more can result in the university submitting the past due amount to an external collections agency and the State of California Franchise Tax Board.  Student accounts in this category have the following impacts:

  • Not allowed to receive a diploma.
  • May not be eligible to add any classes, per Title 5, California Code of Regulations, Section 42380 and 42381.
  • Per California Government Code Sections 12419.2, 12419.7, 12419.9, 121419.10, 12419.11, and 12419.12, any state tax refund or lottery winnings can be intercepted by the State of California to pay the past due amount.

Collection agency reporting of the debt to three major credit bureaus (TransUnion, Equifax, Experian) with the potential to negatively impact credit rating for several years.

Important Information Regarding Accounts Turned Over to Collection Agencies

  • Upon paying the entire debt with the collection agency, the agency will inform CSUSM, and the university will remove the past-due indicator and any holds.  (Note: This can take up to a month for CSUSM to be notified and remove holds, etc.)
  • Appeals to the refund policy do not interrupt collection activities until they are approved.
  • CSUSM does not negotiate the removal of accurately reported negative credit reporting.
  • CSUSM does not accept settlement offers on debts owed.
  • Students that have their debt turned over to a collection agency must pay the agency directly for the debt (CSUSM cannot accept payments for accounts turned over to a collection agency).

Students No Longer Attending CSUSM

CSUSM students have access to MyCSUSM beyond their last term of enrollment.

IMPORTANT:  To avoid a debt becoming delinquent (and any potential collection activities), CSUSM strongly recommends former students monitor their student account activity and campus email on a weekly basis for up to 6 months after leaving the university.  While an account may have a zero balance upon leaving the university, account adjustments (such as a reduction in financial aid) can occur after the last term the student attended is over, resulting in a debt owed to the university.  When this occurs, an email would be sent to a student’s campus email, informing them of a new balance owed on their student account.

Before separating from CSUSM, it is expected that a student’s account is paid in full.  However, if full payment is not possible, Student Financial Services can assist with a collection agreement that will allow repayment to occur over multiple months.

Assistance for Delinquent Student Accounts (Collection Agreements)

While CSUSM typically offers payment plans to all students to spread out the payment of tuition and fees, there are times where, due to unexpected hardships, a student may need additional time to pay.

In those times, Student Financial Services may be able to offer a collection agreement that will allow additional time to pay while avoiding having the debt sent to a collection agency and California Franchise Tax Board.

Requirements for Collection Agreements: 

  • The number of months, monthly payment, and due dates are determined by CSUSM and are not negotiable.

  • The collection agreement will be documented with the number of months, amount of each payment, and due dates and must be signed by the student and returned to Student Financial Services for the agreement to be valid.

  • Collection agreements do not remove any holds related to student debt. Upon completing the agreement and paying off the debt, any existing hold related to student debt would be removed within 24 hours.

  • Any skipped, missed, or partial payments automatically void the collection agreement.  The account will be immediately forwarded to an external collection agency, with the reporting of the debt to various credit bureaus with the potential to negatively impact credit rating for several years.

  • Upon successful completion of the terms of the collection agreement, the student will avoid having the debt reported to the three major credit bureaus and California Franchise Tax Board.

Establishing a Collection Agreement With CSUSM

  • Student number
  • Current mailing address
  • Current phone number

Upon reviewing the request and the student’s account status, a representative of Student Financial Services will contact the student via phone or email to discuss a repayment strategy and the terms of any potential collection agreement.
