Nondiscrimination Policy

The California State University does not discriminate on the basis of race, color, national origin, sex, physical handicap or sexual orientation in the educational programs or activities it conducts. Title VI of the Civil Rights Act of 1964 and its implementing regulations, Title 45, Code of Federal Regulations, Part 80, Title IX of the Education Amendments of 1972, as amended, and its implementing regulations in Title 55, CFR, Part 86, and Section 504 of the Rehabilitation Act of 1973, as amended, and its implementing regulations in Title 45, CFR, Part 84, prohibit discrimination in educational programs and activities which include admission of students as well as employment. Immunization

As a CSU requirement, all new students born after January 1, 1957 will be notified of the requirement to present proof of measles and rubella immunizations. This is not an admission requirement, but is required of students by the beginning of their second term of enrollment in CSUSM. Proof of measles and rubella immunizations is also required of certain groups of enrolled students who have increased exposure to these diseases.

International Student Admissions Requirements

All International applicants requiring the F-1 student visa should visit the Office of Global Education website to get detailed information about the application process for graduate level international students. All international applicants requiring an F-1 Student Visa are required to submit a financial affidavit that certifies they have the financial resources to provide for all expenses as indicated under Estimated Expenses. This form is part of the application for admission. Verification of English proficiency, the financial affidavit, and all official academic records from foreign institutions must be on file by the application deadline, and if they are not written in English, they must be accompanied by certified English translations.

TOEFL Requirement

All graduate applicants, regardless of citizenship, whose preparatory education was principally in a language other than English must demonstrate competence in English. Those who do not possess a bachelor's degree from a postsecondary institution where English is the principal language of instruction must receive a minimum total score of 550 on the paper-based, or a minimum total score of 213 on the computer-based, or a minimum of 80 on the Internet-based Test of English as a Foreign Language, or a minimum overall band score of 6 on IELTS, or satisfy by other means.

RESIDENCE CLASSIFICATION

Under California law, each campus must determine the residence status of all new and returning students. Nonresidents are required to pay nonresident tuition and meet other conditions. Generally, to be eligible for resident classification, an applicant must have established and maintained permanent residence in California at least one year prior to the residence determination date of June 1, 2013 for the Summer 2013 term. Proof of residence requires evidence of both physical presence and intent to remain indefinitely in California at least one year before the residence determination date. In addition, other rules and exceptions apply. Failure to complete all residence questions may result in a nonresident classification or denial of admission.

Residence Classification Appeal Process

Following a final decision by Cal State San Marcos on residence classification, students must make a written appeal to the Office of General Counsel at the address below within 120 days of notification of the final determination of the classification. That office may make a decision on the issue or send the matter back to the campus for further review. FINANCIAL AID INFORMATION

The California State University provides financial assistance in the form of grants, scholarships, fellowships, loans, and part-time employment for students who meet financial aid requirements. CSU financial aid awards are contingent upon continued funding of federal and state government programs. If you believe you will not be able to pay for all your educational costs, you are encouraged to apply for financial aid.

How to Apply for Financial Aid

To be considered for financial aid, you must complete the Free Application for Federal Student Aid (FAFSA). The FAFSA is available beginning in December of each year and should be completed and mailed to the processing service listed on the form as soon as possible after January 1 and before the CSU priority filing date of March 1 annually. Applications are accepted after the priority filing date and awards are made as along as funds are available. If you meet the March 1 priority filing date, you improve the chances of receiving aid from all the programs for which you are eligible. Obtain a copy of the FAFSA.

After analyzing the information on your FAFSA, the federal processor will transmit information from your FAFSA to the Financial Aid and Scholarship Office at CSUSM. The FASO will then notify you of any other documents that must be submitted before your eligibility for financial aid can be determined. Required documents may include copies of your last federal income tax return(s) and/or verification of untaxed income and other information reported on the FAFSA.

Financial Aid Programs

Students eligible for financial aid typically receive a "package" of aid from two or more of the programs described below. Contact the CSUSM Financial Aid and Scholarship Office for specific information at 760.750.4850.

  • Federal Student Loans: Long-term, low-interest loans are available to eligible applicants. Applicants, whose total financial aid eligibility cannot be met by aid awarded by the campus, or from other sources, may also apply for a need-based Federal Direct Loan, a low-interest government-insured loan. Applicants who do not qualify for a need-based federal loan may apply for an unsubsidized Federal Direct Loan. Additional information about Federal Direct Loans may be obtained from the CSUSM Financial Aid and Scholarship Office. Loans can be requested online.
  • State University Grants: State-funded awards may cover a portion of the tuition for eligible graduate students who are California residents and who are required to pay the Graduate Tuition fee.
  • Graduate Equity Fellowships: State-funded awards may cover a portion of the tuition for eligible students with demonstrated financial need who are admitted to graduate degree programs.
  • Professional Fee Grants: State-funded awards cover all or a portion of the Professional Fee for eligible students with demonstrated financial need who are admitted to the MBA program.
