A department may rent regalia if it is a requirement that a faculty wear regalia as
part of a University Event, e.g., Commencement. No Hospitality form is required.
A department may purchase regalia as a supply and allow faculty to wear it as part
of a university event, e.g., Commencement. The regalia remains the property of the
University, and no Hospitality form is required.
If we are purchasing regalia that is customized, identifying it as a different institution,
then the purchase is non-allowable as the customization changes it to a personal benefit.
If regalia identifies a field of study only and can be used by other faculty in the
same field of study at CSUSM, then the purchase is allowable, the regalia remains
the property of the University, and no Hospitality form is required.
The University may not reimburse faculty in part or in full for the purchase of regalia
that becomes the personal property of the faculty. It is considered a gift of state
funds, and gifts using state funds are not permissible.
