Open Enrollment for 2020

Please join us at this year's Benefits & Wellness Fair, Tuesday September 10th from 12:00 - 2:00 pm in the USU Ballroom!  It will be a great kick off to this year's Open Enrollment.

Open Enrollment is an opportunity for you to review your current benefit plan elections to ensure they continue to meet your needs and those of your family.

Please review the 2020 Open Enrollment Benefits Guide Booklet, the information below, as well as the links of information & forms to the right.

There is nothing required to do, if you do not want to make any changes to your current medical benefits.  Your current elections for these plans will automatically continue for plan year 2020.  However, you must re-enroll every year if you want a Health Care or Dependent Care Reimbursement Account.

Both the Benefit Enrollment Worksheet and/or Health Care/Dependent Care Reimbursement Account Enrollment Authorization Forms can be submitted electronically through DocuSign, or you can come by the Human Resources Office (CRA 1200) and complete a printed version of the form.  You will receive a confirmation email back that your request was received and again when it's been processed.

You are able to enroll, change or cancel the benefit plans listed below:

  • CalPERS Health
  • Delta Dental
  • Vision Service Plan (VSP) Premier Vision Plan
    (enrollment & cancellation for the Premier Plan may only be done during Open Enrollment and after the completion of 12 continuous months of enrollment)
  • CSU FlexCash (in lieu of health and/or dental)
  • MetLaw Legal Plan

You must re-enroll each year in the DCRA or HCRA plans:

Note: Enrollment in any of the above benefit plans are restricted to Open Enrollment only, unless, a qualified event mid-year has occurred.

Health Plans

Your health plan benefits are provided in partnership with the California Public Employees' Retirement System (CalPERS).

Health Plan Rate Changes

Effective January 1, 2020 rates for most health plans will change.  Refer to the 2020 Health Premium Rate Sheet.

Health Plan Reminders

  •  You will receive new health plan ID cards if you change your health plan or enroll for the first time.
  • If you change plans during Open Enrollment and you do not see the correct deduction applied by your February pay warrant, contact the HR Benefits Office at x4418.
  • If you change health plans, do not continue to use your previous health plan after December 31, 2019.

Dental Plans

The CSU pays 100% of the monthly premium cost for dental coverage for you and your eligible dependents.

When it comes to choosing a dental plan, you want benefits to fit the needs of you and your family. Delta Dental PPO and DeltaCare USA both offer comprehensive dental coverage, quality care and excellent customer service.  For information on the offered plans, please go to

Delta Dental PPO Plan Enhancement Reminders

  • Diagnostic and Preventative services (ie. cleanings and exams) will not count against your annual maximum. This benefit does not apply if you visit a Delta Dental Premier or non-Delta Dental dentist.
  • SmileWay Wellness Benefit is an enhanced coverage for higher risk employees. Employees with certain qualifying diagnosed medical conditions (diabetes, heart disease, HIV/AIDS, rheumatoid arthritis or stroke) are offered expanded coverage.  In order to use this great enhancement, you will need to "Opt In" to the SmileWay program.  Information on how to "Opt In" can be found on the flyer's below:

2020 New Value-Added Features from Delta Dental

  • Hearing Aid Discounts -  Amplifon Hearing Health Care offers discounts on top hearing aid brands offering a 62% average savings off retail hearing aid pricing with a choice of leading hearing aid brands and thousands of hearing care providers.  To enroll visit or by calling (888) 779-1429.
  • LASIK Services - QualSight offers LASIK services that has preferred pricing on LASIK eye surgery with a 40-50% discount off the national average price of Traditional LASIK at over 1000 LASIK locations with credentialed surgeons that have collectively performed 6.5 million procedures. Vision Plans

Vision plans are offered through Vision Service Plan (VSP). The CSU provides Basic vision insurance automatically for eligible employees and their families at no cost to the employee.  During Open Enrollment, employees have the option to upgrade to an enhanced plan (VSP Premier Plan) for a small monthly cost.

Flexible Spending Account Reminder

All Employees must complete the 2020 Dependent Care/Health Care Reimbursement Account Plans Enrollment Authorization form to enroll in either program for 2020 regardless of participation in 2019. The maximum annual contributions for HCRA will increase to $2,700. DCRA remains the same at $5,000.
