Apply for VA Educational Benefits
Ch.33 Post 9/11
- Those eligible to receive transfered Ch.33 Post 9/11 GI Bill™, may apply for their educational benefits by completing transfer of benefits 2-step
process. It must first be transferred with the DOD and then with the VA. Please follow
all necessary instructions for the application in order to avoid any delay of the

- The online application can be submitted via VONAPP and selecting Application for Family Member to Use Transferred Benefits Form 22-1990e.
- Although it is highly encourage to apply online, paper applications are available
by downloading the fillable VA Form 22-1990e and must be mailed in, directly to:

Ch. 35 DEAP
- Those eligible to receive Ch. 35 Dependents’ Educational Assistance, may apply initially
for their educational benefits by completing the online application via VONAPP and selecting Dependents Educational Assistance Form 22-5490. Please follow all
necessary instructions for the application in order to avoid any delay of the processing.
- Although it is highly encouraged to apply online, paper applications are available
by downloading the fillable VA Form 22-5490 and must be mailed in, directly to:

- To apply for financial aid and receive information, contact CSUSM Financial Aid office.
Cal Vet Fee Waiver
Those eligible to receive California Dependent Fee Waiver, may apply by completing
the application and submitting all required paperwork to the local County Veterans
Service Office. For more information about the college fee tuition waiver and to download
an application, go to the County Veterans Service Office CACVSO website.
