What is AB 540?

AB 540 is a California law that helps students who meet certain criteria pay in-state tuition rates at public colleges and universities. It provides a non-resident tuition exemption, making college more affordable for eligible students.

Admissions

CSUSM welcomes and supports undocumented/AB 540 students.

Our Admissions & Outreach Office provides support with the admission application process and more. Whether you have questions about AB 540 eligibility, completing the AB 540 affidavit, or accessing campus resources, our team is here to assist. For AB 540 inquiries, our residency specialist, Antoinette Davis, is ready to help.

Financial Aid & Scholarships

Students who meet AB 540 requirements are eligible to apply for state-based financial aid (Cal Grants, State University Grant, Dream Loan) and scholarships.

The California Dreamer Service Incentive Grant (DSIG) provides eligible students with financial aid in exchange for community or volunteer service.

Learn more about Assembly Bill 130 (AB 130) and Assembly Bill 131 (AB 131), which together created the California Dream Act, granting AB 540 students access to state financial aid and private scholarships.
