PDF Requirements
PDF documents are not an ideal reading experience for any audience and should be avoided unless absolutely necessary. Instead of a PDF - put the content on a normal webpage. Webpages not only are the most accessible way of presenting content, but they also are easier to keep content up to date than PDFs.
PDFs When Deemed Necessary
Is the PDF necessary because of a legal reason, such as an official document needed for auditing or accredidation purposes or intended to be printed out? If so, your PDF document(s) are legally required to be accessible BEFORE publishing.
